I have to acknowledge the receipt of your letter of the 27 ult. with reference to Foreign trade at the Port of Kiung chow on Hainan.
The only reply I can make is that the port in question has not been declared open by the proper authorities, and therefore I cannot recognise it as a place for Foreign trade; and I am informed by the Chinese authorities when I have consulted on the subject that it is their view also. I will, however, at once bring the matter to the notice of His Majesty's Minister at Peking.
